Stacy Reid Swain is the principal attorney at Axion Legal Strategy, a Maryland-based solo law practice focused on legal and strategic counsel for nonprofit organizations, public agencies, and mission-driven entities. She brings more than 20 years of experience at the intersection of law, compliance, and public policy, with deep subject matter expertise in regulatory frameworks, administrative law, and organizational governance.

Stacy advises clients on legal risk management, program design, federal and state compliance, and strategic implementation of policies in education, health, and human services sectors. Her practice includes:

• Advising on regulatory compliance (including FERPA, HIPAA, Title VI, and IDEA)
• Drafting and negotiating MOUs, data use agreements, and procurement contracts
• Conducting legal audits and policy reviews aligned with public funding requirements
• Supporting clients through grant applications, audits, and post-award compliance
• Providing board governance training and legal capacity-building

She has supported complex, cross-sector initiatives involving school districts, public health departments, and community-based organizations, and is adept at translating legal obligations into operational strategy.

Stacy is licensed to practice in Maryland and holds a J.D. from American University, Washington College of Law.  She collaborates regularly with multidisciplinary teams, including policy researchers, program managers, and technical consultants, to deliver legally sound, impact-oriented solutions.
